Oxfordshire business support generate £45m in social value

Enterprise Oxfordshire announced the results in its 2025/26 Business Impact Report, called ‘Starting, Growing, Thriving’, which details the achievements of its growth hub and the economic benefits delivered through its programmes.

The report shows that Enterprise Oxfordshire supported more than 1,700 businesses and entrepreneurs over the year, helping to create 211 jobs and safeguard 878 across the county.

Paula Mullin, managing director of Enterprise Oxfordshire, said: “This report is a powerful illustration of the difference Enterprise Oxfordshire is making to businesses, entrepreneurs and communities across our county.

“The figures detailed within the report are significant in their own right, but they only tell part of the story – behind every job created, every new business launched and every support programme delivered are individuals who have gained the confidence, knowledge, skills and connections needed to take their next step.”

The £45 million in social value was calculated using the Social Value TOM System, the UK standard for Social Value measurement.

Enterprise Oxfordshire delivers business, skills, investment, and trade support for organisations at every stage of their journey, from early-stage entrepreneurs to established firms seeking to innovate and expand.

During the 2025/26 financial year, the growth hub delivered more than 3,700 hours of support, helped 224 people start businesses, and developed tailored support plans for 796 companies.

Of those using the support tool, nearly a third were pre-start businesses, while others represented start-ups, growing, and scale-up organisations.

The report also highlights Enterprise Oxfordshire’s focus on inclusion and diversity.

More than half of those supported were women, while 17 per cent were from ethnic minority backgrounds and 13 per cent identified as having a disability.

Ms Mullin said: “Whether someone is exploring a business idea, launching a start-up, introducing a new product, adopting new technology, or looking to grow an established company, Enterprise Oxfordshire remains on-hand to provide the support, guidance, and networks they need.

“We are proud of the impact we have delivered – and will continue to deliver – and grateful to the partners, stakeholders, and businesses we work with across Oxfordshire who help make this possible.

“As we look ahead, we remain committed to supporting a thriving, innovative, and inclusive economy that creates opportunity and prosperity in every part of the county.”

Additional achievements for the year included supporting 25 businesses to launch new products or services and helping 36 businesses adopt new technologies or processes to boost productivity and competitiveness.

The report also notes that support was delivered across all five districts of Oxfordshire, reflecting Enterprise Oxfordshire’s commitment to countywide impact.
